How to convert Windows Mail 2012 .DAT files to Outlook?

Hello, I have a customer with a broken copy of WLM2012. Is there any software which may be able to export the mail from the AppData folder without the Mail program working? Thanks!

You have to save all messages to EML files and then use the EML to PST conversion application.
